Solar highways: what about theft?

Today, installations in Oregon already powers a good chunk of the highway’s lights. For one, there’s some electric infrastructure along highways. Secondly, the area surrounding these roads should be somewhat built up (or flattened).

A number of states are looking into building huge solar arrays along highways.

It is possible to weld/glue the panels to prevent theft, but then maintenance might become an issue. . . What do you think? We’ve heard that solar panels theft was quite common, and it seems that putting them along highways could make things worse. Even wineries get their solar panels stolen.
